Most of their power comes from their armies, and they don't spawn that often. you gain crime rating with the faction the settlement belongs to at the time of you aquring/gaining control of that alley . crime rating is faction-wide as far as i can tell in my game, crime rating lowers per day , moreso with high roguery and the perk that specifically is for this.
