If Alex (I think it's his name) doesn't call you and gives you a location then just level up. Otherwise when you find the barn with a drone you should go up to it then it will appear on your map. Take your car there.
Latency during Speedtest is about 30-40ms, During actual gameplay it is still on par with what I would get with DSL, 60-70 most of the time. I do occasionally get disconnects if there is a gap in the satellites, but it has gotten better over the last few months I have had it as Starlink continues to launch more satellites.
1400 is the absolute minimum acceptable. There SHOULD be room for 1 of every car and its tuned version. 1400 being the minimum, and 2100 being reasonable. For it to be good, just remove the damn thing altogether.
