Yeah, when the game gets old, they usually do that with servers from less populated regions. Don't know about BO4, but in Brazil they deactivated the servers for Black Ops 3 a while ago.

C\ is not your Black Ops II folder. In both cases, the way to fix this issue is to click on Game settings in the launcher and to select the folder that contains the Black Ops II files.
